Utility payments in Turkey in 2026 consist of electricity based on the state-regulated EPDK tariff, water based on the local water utility rates, internet, and "aidat" — a monthly service fee for property maintenance. In Alanya, mains gas is generally not yet available in apartments, so electricity remains the main variable: it costs a few hundred lira per month during the shoulder season, and several times that during the summer due to air conditioning. Below are the official tariffs, budget estimates for 1+1 and 2+1 apartments, and the procedure for transferring utility meters.
Electricity: EPDK Tariff for 2026
Electricity prices for residential customers are set by the regulatory authority EPDK. The current rate table was approved by decision No. 14461 on April 2, 2026, and has been in effect since April 4, 2026. For residential units ("Mesken" group, low voltage, single-tariff meter), two tiers apply — prices excluding taxes:
| Tier | Energy, kr/kWh | Distribution, kr/kWh | Total (excl. taxes) |
|---|---|---|---|
| Up to 8 kWh/day on average | 49.4065 | 242.4900 | ≈2.92 TL/kWh |
| Over 8 kWh/day | 189.5808 | 242.4900 | ≈4.32 TL/kWh |
How it works: daily average consumption is calculated for the billing period. Anything up to 8 kWh per day (about 240 kWh per 30 days) is charged at the lower tier, while only the excess is charged at the higher tier. On top of this, an electricity consumption tax of 5% (Art. 38, Law No. 2464) and VAT at the standard rate of 20% are applied.
The table from the Resmî Gazete dated April 4 is the latest one we found as of October 26, 2026. The EPDK may revise tariffs at any time, so please check your latest bill for verification before budgeting.
Annual Limit of 4000 kWh
Starting January 1, 2026, the annual limit for residential properties has been reduced to 4000 kWh. If consumption exceeds this and the subscriber does not have a separate contract with a supplier, they are transferred to the Supplier of Last Resort (SKTT) tariff from the first day of the third month after exceeding the limit. The price there is market-based: the average exchange price plus the YEKDEM surcharge and a 5% margin for residential premises. According to the Anadolu Agency, those who exceeded the limit in 2025 remain on the SKTT tariff for the entire year of 2026. This primarily affects large villas and apartments with year-round air conditioning.
Water in Alanya: ASAT Tariffs
Water supply and sewage in Alanya, as in the entire Antalya province, are managed by ASAT (Antalya Su ve Atıksu İdaresi). Tariffs are indexed monthly based on the average of the previous month's ÜFE and TÜFE — in October 2026, this adjustment is 2.205%. Prices for residential use for October 2026, excluding VAT:
| Monthly Consumption | Price per m³ |
|---|---|
| 1–5 m³ (discount rate, if total monthly consumption is ≤5 m³) | 17.53 TL |
| 1–20 m³ | 35.87 TL |
| 21–40 m³ | 88.23 TL |
| Over 40 m³ | 126.05 TL |
A sewage fee is added to the water cost, which is 50% of the water bill for city grid subscribers. The bill also includes VAT and a cleaning tax (çevre temizlik vergisi), which is calculated based on water volume. Bills are issued monthly.
Gas, Heating, Internet, and Aidat
Gas. Gas distribution in the province is handled by Enerya Antalya. In 2023, the Alanya municipality announced a new station in Çıplaklı to serve the Cikcilli, Çıplaklı, and Oba districts. In January 2026, Mevlüt Çavuşoğlu, an Antalya deputy, stated the expected timeline for gas delivery to homes, hotels, and offices in Alanya as April 2027 (according to local media). For now, most apartments do not have gas: during winter, residents heat their homes with split-system air conditioners and electric heaters, and water is heated via electric boilers or rooftop solar collectors. This is why electricity bills increase in the winter. If gas is connected to a building, the upper limits for the deposit in 2026, per EPDK decision, are: 4097 TL for a combi boiler and 249 TL for a stove, excluding VAT.
Internet and TV. Prices are set by operators, not the state. As of October 2026, a rough guideline: Turkcell Superonline fiber-optic 100–1000 Mbps plans start from 950 TL per month with a 12-month contract, and packages including TV start from 1050 TL (based on operator website data, a secondary source). Fiber-optic coverage is not available at every address — please check availability before signing a lease or purchase agreement.
Aidat is a monthly contribution for complex maintenance: security, swimming pools, elevators, cleaning, and gardening. The amount is set by the homeowners' meeting, so it varies significantly from building to building. For more details, see our article "Aidat in Turkey".
Property Tax (Emlak Vergisi) and DASK
The property tax is paid by the owner (or the holder of the right of use — intifa), not the tenant (Art. 3, Law No. 1319). The rate for residential property is 0.1% of the tax value, but within metropolitan areas, which includes Antalya and Alanya, it is doubled to 0.2% (Art. 8). The tax base is the official cadastral value per m², not the market price. Example: with a tax value of 2,000,000 TL, the tax will be 4,000 TL per year. For 2026, Law No. 7566 capped the growth of tax values: it cannot exceed the 2025 value by more than double.
Taxes are paid in two equal installments: the first between March and May, the second in November (Art. 30). The new owner becomes liable starting from the year following the purchase; the tax for the current year remains the responsibility of the seller (Art. 9 and Art. 33). High-value properties with a tax assessment exceeding 17,711,000 TL in 2026 are subject to an additional "valuable housing tax" (değerli konut vergisi).
DASK is the mandatory earthquake insurance (Law No. 6305). Without a valid policy, utility contracts for water and electricity cannot be finalized, and the policy is also verified during the title deed (Tapu) transfer. A tenant can also obtain this insurance: in this case, they are listed as the policyholder, while the owner is the insured, and the premium can be claimed back from the owner or credited against rent. The price depends on the square footage, building type, and seismic zone.
How to transfer utility accounts to a new owner or tenant
- Record the meter readings upon key handover. ASAT strongly advises checking for outstanding debts before purchase or renting and recording the meter readings. If no contract is in place, you cannot use water until an application is submitted. Take a photo of the meters showing both the serial number and the readings.
- Water (ASAT). To transfer the contract (abonelik devri), you need the installation or contract/meter number; proof of ownership (Tapu extract, or for tenants, a lease agreement); the DASK policy number; an ID; and a photo of the meter. If applying via a representative, a power of attorney is required. Applications can be submitted at an ASAT office or via e-Devlet. After signing, you must pay a security deposit (güvence bedeli) via the ASAT link, otherwise, the contract will be voided and water disconnected. ASAT does not publish the exact deposit amount in public tables; please verify it at the branch. The fee for a new contract according to the 2026 ASAT schedule is 2040 TL excluding VAT.
- Electricity. The grid in Antalya province is managed by Akdeniz EDAŞ; the emergency number is 186. Contracts are transferred through the supplier (in this region, CK Akdeniz Elektrik — either in person at an office, via their online portal, or e-Devlet). You will need the same documents: ID, Tapu or lease agreement, DASK policy, and the installation number. The security deposit (güvence bedeli) per the 2026 EPDK decision is 263 TL per 1 kW of contracted power. For example, for 5 kW, the deposit is 1315 TL.
- Close old contracts. The departing resident or seller should report the final reading, pay the last bill, and terminate their contract. As long as the contract remains open, ASAT will continue to issue bills to the previous subscriber, even if they have already vacated the property.
To use e-Devlet, foreigners need a residence permit (ikamet izni) and a password—see our article "E-Devlet in Turkey" for details on how to obtain one. For those who do not live in Turkey permanently, it is easier to set up automatic payments at a Turkish bank; for information on opening an account, see our article "Opening a Bank Account in Turkey".
How to pay and what happens if you miss a deadline
- Bank. All banks on the ASAT list accept water bills—either in branches or via online banking, where you can also set up an automatic payment order (otomatik ödeme talimatı). Electricity bills are paid in the same way.
- Online. You can pay with a bank card on the ASAT website; if the water was cut off due to non-payment, the reconnection request is triggered automatically after payment.
- e-Devlet. You can use this platform to submit applications for transferring or terminating an ASAT contract.
Missing a payment will lead to utility disconnection and debt collection efforts. ASAT warns that outstanding debt at an old address can be grounds for disconnecting water at a new one. The fee for electricity reconnection after a disconnection is 140 TL (based on the 2026 EPDK tariff for low voltage). Before finalizing a deal, always check for outstanding utility debts—the purchase procedure is described in our article "Buying Property in Turkey".
Estimated monthly budget: tariff calculation
The usage figures here are hypothetical scenarios, not official statistics: please input your own consumption data. Electricity is calculated for a 30-day period based on the EPDK tariff: up to 240 kWh at 2.918965 TL, and excess at 4.320708 TL. "With taxes" is a high-end estimate: a 5% electricity tax and 20% VAT are applied to the total (×1.26). Water is based on the ASAT tariff for October 2026 plus 50% for sewage, excluding VAT and the environmental cleaning tax. Internet is estimated at 950 TL. Aidat (maintenance fees) and emlak vergisi (property tax) are not included.
| Scenario | Electricity (pre-tax) | Electricity (with tax, approx.) | Water + Sewage | Total with Internet (approx.) |
|---|---|---|---|---|
| 1+1, off-season: 150 kWh, 6 m³ | 437.84 TL | 552 TL | 322.83 TL | 1825 TL |
| 1+1, summer with A/C: 350 kWh, 8 m³ | 1175.83 TL | 1482 TL | 430.44 TL | 2862 TL |
| 2+1, off-season: 240 kWh, 12 m³ | 700.55 TL | 883 TL | 645.66 TL | 2478 TL |
| 2+1, summer with A/C: 600 kWh, 15 m³ | 2256.01 TL | 2843 TL | 807.07 TL | 4600 TL |
Example for 350 kWh: 240 × 2.918965 = 700.55 TL plus 110 × 4.320708 = 475.28 TL, totaling 1175.83 TL. For 8 m³ of water: 8 × 35.87 = 286.96 TL, plus 50% for sewage = 430.44 TL. As you can see, exceeding 8 kWh of electricity consumption per day significantly increases the price—this is your primary lever for saving money.
FAQ
Who pays for utilities in a rented apartment?
Usually the tenant: water and electricity contracts are transferred to their name. By law, the emlak vergisi (property tax) is paid by the owner. The aidat is distributed according to the rental agreement—make sure to specify this clearly in the contract.
Can I register utility meters without a residence permit?
Yes, at ASAT branches or electricity providers—you will need your passport, Tapu (title deed) or rental agreement, and a DASK (compulsory earthquake insurance) policy. For online applications via e-Devlet, a residence permit is required.
Why did my electricity bill spike in summer more than my usage?
Consumption exceeding 8 kWh per day is charged at a higher tier: 4.32 TL instead of 2.92 TL per kWh before taxes.
Is there natural gas in Alanya?
Most homes do not have it yet. Authorities have promised to bring natural gas to Alanya by April 2027; until then, heating and hot water are powered by electricity or solar collectors.
Is the electricity deposit refundable?
Güvence bedeli is the deposit held for the duration of the contract. To get it back, close your contract upon moving out and ensure the final bill is paid in full.
