e-Devlet (turkiye.gov.tr) is Türkiye's single government services portal. For a property owner or a resident it is a working tool: you use it to view land registry extracts, obtain a proof of residence certificate, check the status of a residence permit, look up a DASK policy and see tax assessments. A foreigner can open an account too — but only with a Turkish identification number. Here is how it all works in 2026.
What e-Devlet is and who can use it
The portal has been running since 2008 and brings together services from hundreds of institutions: the Ministry of the Interior, the land registry, the revenue administration, the social security bodies, the courts, municipalities. Users number in the tens of millions. Documents downloaded from the portal carry an electronic signature and a barcode (QR code) that the receiving institution uses to verify authenticity — which is why they are accepted on a par with paper certificates issued over the counter.
An account can be opened by:
- a Turkish citizen — using their T.C. kimlik no;
- a foreigner holding a foreigner identification number (yabancı kimlik numarası, YKN) — the eleven-digit number beginning with 99;
- a holder of the "blue card" (Mavi Kart) — using the number beginning with 98.
The minimum age is 15. A tourist without a residence permit cannot open an account: a YKN is assigned together with a residence permit, a work permit or international protection status. A tax number alone gives no access to the portal — this is the most common misunderstanding among new owners.
How to get a password
Through PTT — the standard route for a foreigner
Passwords are issued at branches of the state postal service, PTT. You have to attend in person with a document showing your identification number: your residence permit card (ikamet izni kartı), a work permit or a temporary protection document, plus your passport. A small fixed fee is charged — the amount is revised periodically, so check the current tariff on the spot.
The password is issued in a sealed envelope and is single-use: at first login the system will require you to replace it with one of your own. Collecting a password on someone else's behalf under a power of attorney is generally not possible — the procedure is designed around personal attendance.
Without a trip to PTT
You can skip the post office if you already have one of the "anchors" in the Turkish system:
- online banking with a Turkish bank — the e-Devlet login page offers sign-in through a bank, after which you create your portal password;
- an electronic signature (e-imza) — issued by accredited Turkish certification authorities;
- a mobile signature (mobil imza) — activated on your SIM card by a Turkish mobile operator.
Login with a chipped NFC identity card is available to holders of the Turkish ID card, that is, to citizens. Turkish consulates abroad issue passwords mainly to citizens living overseas.
The practical conclusion: if you have only just obtained your first ikamet and have not yet opened an account, a trip to PTT is all but unavoidable. If you already have an account, try signing in through your online banking — it saves the journey.
First login and setup
- Replace the issued password with one of your own: at least eight characters, letters and digits, avoiding your identification number and year of birth.
- Link a Turkish phone number and an email address — without them you will not be able to recover access.
- Enable two-factor login confirmation (SMS or an app).
- Check the login history section — it shows when and from where your account has been accessed.
The portal interface has an English version, but some services and almost all downloadable documents are in Turkish. For official purposes they will still need translating by a sworn translator (yeminli tercüman).
What is genuinely useful for an owner or resident
Land registry: Web-Tapu and extracts
e-Devlet opens the door to Web-Tapu, the land registry's own online workspace. Here you can see the list of properties registered to your identification number, order an extract from the register, file an application for a registry action, request a valuation, and grant or withdraw permission for someone to view data on a property. There is also a separate property information enquiry service (tapu bilgileri sorgulama).
For a property to appear, your YKN must be linked to the land registry record. For transactions completed before you obtained a residence permit, the link is made at the land registry office or through a special Web-Tapu portal entry point for foreigners who have neither a YKN nor an e-Devlet password. Proof of residence certificate
The yerleşim yeri ve diğer adres belgesi (colloquially ikametgah) downloads in a couple of clicks and is needed almost everywhere: at the bank, before a noter, when setting up utility contracts. One important caveat: a foreigner does not carry out the address registration itself through the portal — that is done at the provincial migration directorate, and only afterwards does the certificate become available online.
Migration services
The Presidency of Migration Management section gives you details of your residence permit and lets you check the status of an application. That is handy when the card has not yet arrived in the post but you need to prove your status now. Taxes and payments
The revenue administration services show your assessments and any arrears, and a number of state fees can be paid there too, including the fee for an ikamet. Property tax (emlak vergisi) is administered by the municipality, so those assessments are viewed and paid on your local belediye portal — some municipalities have online payment, others still work only through the cash desk.
Insurance and utilities
The portal offers a check on the compulsory earthquake insurance policy (DASK): you can see whether a policy is in force for your property and until what date. Contracts with electricity and water suppliers are concluded directly with those companies rather than through e-Devlet, but checking DASK and address registration is a mandatory preliminary step.
Other things worth knowing about
- the criminal record certificate (adli sicil kaydı) — frequently required for residence permits and citizenship;
- court case information through the UYAP system;
- health services: booking appointments and your electronic medical record;
- social security data, if you work or pay contributions;
- the list of SIM cards and devices registered in your name;
- vehicle records and traffic fines.
Security: why you must never hand your password to an intermediary
An e-Devlet account is access to your land registry data and the ability to file applications in your name. Web-Tapu permissions to view a property and to act on it are granted from within your personal account. So handing your password to an estate agent, a management company or a "paperwork helper" is not something to do under any circumstances.
- If someone helped you with your first login, change the password immediately afterwards.
- Keep SMS confirmation switched on and make sure your current Turkish number is linked to the account.
- Review the login history from time to time.
- Do not log in from other people's computers or over open networks.
- If you need someone to act on your behalf, grant a notarised power of attorney with clearly limited authority rather than giving access to the portal.
- When you change phone number, update it in your profile — otherwise recovering access turns into another trip to PTT.

Can an owner without a residence permit open an e-Devlet account?
