Iskan is a technical passport for real estate in Turkey, confirming the readiness of a residential building for operation.

The term Iskan itself is interpreted as a common name, considered more colloquial. In Turkish, it is called Yapi kullanma izin belgesi - permission to use real estate.

What is Iskan? Iskan types.

For buildings commissioned before 2020, two types of Turkish real estate passports are typical:

  • Genel Iskan is received by the developer when the residential building is commissioned. An official inspection by the municipality issue a document and confirms the suitability of the building for occupancy. The general Iskan is presented in A4 format, the following information is included on the front side:
    • residential building address;
    • a list of authorities that checked the readiness of the facility - technical supervision, telecom, city municipality, social insurance fund;
    • data on the owner of the land plot;
    • date of issue of the registration certificate;
    • signatures of the chief engineer of the project and the developer.
  • Ferdi Iskan is received by the owner of a single real estate. Iskan for real estate is requested when purchasing a resale property and properties ready to move in. The document has two A4 pages and contains the following information:
    • address and technical characteristics of the apartments;
    • the initial owner, who submitted the application for registration;
    • construction company data;
    • who developed the architectural project;
    • certification of the document by the signature of technical supervision.

Important! Ferdy Iskan can only be acquired if you have a Genel Iskan.



There is another type of Iskan - imar baryshy yapi kayit belgesi. The document is issued under the amnesty of the urban planning code of Turkey, article 3194 p.16. This Iskan in Turkey displays the technical specifications of the entire building, individual real estate, and commercial premises. It is issued to unfinished buildings, which are very few in Turkey.

At what stage do you need to issue an Iskan

You can apply for an individual Iskan only after receiving a TAPU. As soon as the document is received, you can buy a new apartment or villa and issue a technical passport.

It is important to note that the Iskan can be obtained only once.

When purchasing secondary real estate, the name of the first owner will be written on the registration certificate. Many buyers of Turkish real estate have an important question in this regard: is it necessary to reissue a registration certificate after purchasing an apartment?

Since the Iskan does not reflect ownership but confirms the readiness of the object for operation, it is not re-registered for a new owner, and such a procedure does not exist. The presence or absence of a ferdi Iskan does not affect the finalizing of a buy-sale agreement. The agreement is signed based on the TAPU - certificate of real estate ownership.

Where to get Iskan

To obtain a technical passport, the owner submits an application to the municipality of the city and provides:

  • copy of passport;
  • tax number;
  • copy of TAPY;
  • Iskan at home.

Processing time - 5 - 14 days.

The cost of a technical passport for an apartment in Turkey depends on the location of the residential building and the area of the apartment. The price varies between 1500 - 4000 Turkish lira.

In 2021, the Turkish municipality simplified the task for buyers and obliged developers to issue a registration certificate for the entire residential building. For real estate commissioned from 2020, a toplu iscan is now issued, displaying the technical characteristics of all apartments.

The official name of TOPLU Iskan is Yapi kullanma izin belgesi, with identical functions as Ferdi Iskan. It is not necessary to obtain an individual Iskan only in new buildings. In toplu Iskan, apartment numbers are indicated at the back of the document depending on the area: first, layouts 1 + 1, then 2 + 1, etc.

When purchasing real estate from the developer, the Iskan is paid separately and is immediately issued. Also, the cost of the registration certificate can be included in the cost of the real estate purchased. This point is negotiated at the time of purchase.
