Toll roads in Turkey include motorways (otoyol), major bridges (Bosphorus bridges, Osmangazi, Çanakkale 1915), and the Eurasia Tunnel in Istanbul. Regular state roads marked with the letter "D," including the scenic coastal D400 through Antalya and Alanya, remain toll-free. Payments are strictly electronic via the HGS system; cash or card payments are not accepted at toll booths. If you pass through a toll without HGS or with an insufficient balance, you have a 15-day grace period to pay the toll without penalties. Beyond this, the amount doubles, and after 45 days, it increases by five times.
Which roads are toll-based in Turkey
Tolls are levied on motorways and controlled-access roads as defined by Law No. 6001 on the General Directorate of Highways (KGM). Some of these routes are operated directly by the KGM, while others are managed by private concessionaires under a "build-operate-transfer" model. For drivers, the practical difference is that debts for different operators are checked through separate services on official websites and the e-Devlet portal.
Key toll infrastructure as of 2026:
- Bosphorus Bridges — 15 July Martyrs Bridge (formerly Bosphorus Bridge), Fatih Sultan Mehmet Bridge, and Yavuz Sultan Selim Bridge. Since January 1, 2022, fees are collected in both directions on all three bridges.
- Osmangazi Bridge across the Gulf of Izmit — a segment of the Gebze – Bursa – Izmir motorway.
- Çanakkale 1915 Bridge across the Dardanelles, along with the Malkara – Çanakkale highway.
- Eurasia Tunnel under the Bosphorus — a private facility with its own tariff for passenger cars and minibuses.
- Motorways: European (Istanbul – Edirne), Anatolian (Istanbul – Ankara), Gebze – Izmir, Ankara – Nigde, Izmir – Aydin, Aydin – Denizli, Nigde – Mersin – Adana – Gaziantep – Sanliurfa, the Northern Marmara Motorway, and others.
The full list of tariffs is published by the KGM on the "Otoyol ve Köprü Geçiş Ücretleri" page, with separate PDF documents for each road or bridge.
The HGS system: what it is, where to buy, and how to top up
HGS (Hızlı Geçiş Sistemi) is a contactless payment system: a sticker chip is attached to your windshield, linked to your vehicle registration number, and the toll is automatically deducted from your balance as you pass through the checkpoint. The system was launched in 2012 and is operated by PTT (Turkish Post). A second system, OGS (bank transponder), was discontinued on March 31, 2022; at the time, owners were offered free replacements for HGS devices. Now, only HGS is operational on toll roads.
Where to buy. HGS stickers can be purchased at PTT branches and participating banks. For vehicles with foreign license plates, the KGM suggests using PTT points located at border customs crossings. The sticker must match the vehicle class: Class 1 covers two-axle vehicles with a wheelbase under 3.20m (most passenger cars), Class 2 covers two-axle vehicles with a wheelbase of 3.20m or more (large minivans, minibuses), and Class 6 is for motorcycles. If a sticker is used for the wrong class repeatedly, the KGM will blacklist the HGS account.
How to top up.
- At any PTT branch, using cash or card;
- Online — PTT officially recommends three portals: pttbank.ptt.gov.tr, turkiye.gov.tr, and pttavm.com;
- Via automatic top-up: you can link a credit card to your HGS at a PTT branch for free, and your balance will be replenished automatically;
- Bank-issued HGS accounts are typically linked to the client's bank account or card, with terms set by the specific bank.
The most important rule: ensure your balance is sufficient for your upcoming trip. The cost of the sticker itself varies at PTT and bank branches; as official pricing can change, please confirm the cost directly at the branch. The management portal for HGS users is hgsmusteri.ptt.gov.tr, and the hotline is 0 850 460 60 60.
If you have a residence permit (ikamet izni) and a Turkish identification number, you can conveniently manage HGS records and debts via e-Devlet, and set up automatic top-ups using a Turkish bank card.
2026 Tariffs for key segments
For KGM-managed roads, 2026 tariffs have been in effect since January 1 (with a 25.49% increase), while tables for concessionary bridges and highways were updated on July 1, 2026. Below are prices from official KGM and Eurasia Tunnel operator tables as of October 26, 2026, in Turkish Lira (TRY), including VAT.
| Route | Class 1 (Passenger car) | Class 2 | Effective Date |
|---|---|---|---|
| 15 July & Fatih Sultan Mehmet Bridges | 59 | 75 | 01.01.2026 |
| Yavuz Sultan Selim Bridge | 110 | 145 | 01.07.2026 |
| Osmangazi Bridge (towards Izmir) | 1,170 | 1,870 | 01.07.2026 |
| Çanakkale 1915 Bridge | 1,170 | 1,465 | 01.07.2026 |
| Eurasia Tunnel, Day (05:00–23:59) | 330 | 495 | Operator tariff |
| Eurasia Tunnel, Night (00:00–04:59) | 165 | 247.50 | Operator tariff |
| Gebze – Izmir (full route, including Osmangazi) | 2,895 | 4,670 | 01.07.2026 |
| Ankara – Nigde (full route) | 925 | 1,050 | 01.07.2026 |
| Mahmutbey – Edirne (full route) | 168 | 193 | 01.01.2026 |
| Aydin – Denizli (full route) | 590 | 745 | 01.07.2026 |
| Çesmeli – Kizkalesi (Mersin) (full route) | 220 | 355 | 19.10.2026 |
How to read the table:
- The Gebze – Izmir total is calculated from three KGM segments: bridge (1,170) + bridge-to-Bursa section (370) + Bursa-Izmir section (1,355 TRY).
- According to KGM notes, when traveling from Istanbul to Izmir, only the bridge toll is collected; on the return trip, both the bridge fee and the full segment distance fee are charged.
- If your entry point is not registered or you exit at the same point you entered, you will be charged for the maximum possible distance.
- Motorcycles on KGM roads are charged under Class 6, which is approximately half the Class 1 tariff.
Tariffs in Turkey are reviewed more than once a year; always check the latest PDF on the KGM website before your trip.
Penalties for non-payment: 15 and 45 days
Passing a toll without HGS, with an insufficient balance, or with a faulty sticker is recorded against your license plate as "ihlalli geçiş" (violation). Consequences are governed by Article 30 of Law No. 6001:
- Within 15 days of the trip: you only pay the toll fee; there is no penalty. Simply registering for HGS or topping up your balance will allow the KGM to deduct the fee without an additional fine.
- From the 16th to the 45th day: the toll fee plus a penalty equal to one toll fee (doubled total). This can be paid even if you haven't received an official notice yet.
- After 45 days: the toll fee plus an administrative fine equal to four toll fees (five times the original total).
The toll is calculated based on the actual distance between entry and exit. If an official fine notice remains unpaid for a month, the debt is transferred to the tax office for collection. Until all debts are settled, your vehicle will be barred from mandatory technical inspections (muayene), and you will be unable to sell or re-register the vehicle.
Example for the Osmangazi Bridge (Class 1, 1,170 TRY toll):
- Payment within 15 days — 1,170 TRY;
- From 16 to 45 days — 2,340 TRY;
- After 45 days — 5,850 TRY.
How to check and pay your debt
- KGM website — in the "İhlalli Geçiş Sorgulama ve Ödeme" section: search by vehicle plate number and pay by card.
- e-Devlet (turkiye.gov.tr) — using the "Otoyol, Köprü ve Tünel Geçiş, İhlalli Geçiş ve Borç Sorgulama" service. KGM and each private operator maintain their own records: separate ones for the Northern Marmara Motorway and Yavuz Sultan Selim Bridge, Gebze-Izmir, Ankara-Nigde, Aydin-Denizli, Çanakkale 1915, the Eurasia Tunnel, and others. If you only check the KGM service, you might miss debts on private highways. According to the Eurasia Tunnel operator, the e-Devlet portal displays passages across all toll roads from the last 60 days.
- Operators' websites and partner banks. For example, debt for the Eurasia Tunnel can be settled on its website, via its app, or at a partner bank branch.
- Foreign license plates — can also be settled via the "Yabancı Plakalı Araç Ödemeleri" section on ivd.gib.gov.tr (Interactive Tax Office).
Beware of scammers. The PTT warns about phishing attempts: you may receive SMS messages from a "lawyer" claiming an unpaid HGS debt and threatening legal action, with a link to pay. Verify debts only on kgm.gov.tr, turkiye.gov.tr, and the official websites of the road operators, and never click links in suspicious SMS messages.
Rental cars and foreign license plates
Rentals. By law, traffic fines are issued to the vehicle owner, i.e., the rental company. In practice, Turkish rental agencies provide vehicles equipped with an HGS sticker, and any passage fees or fines are later deducted from the client's deposit or card, sometimes including a service fee. Before signing the contract, clarify:
- if the vehicle has an active HGS;
- who monitors the balance;
- how and when the charges will be processed;
- if there is an additional service fee.
Check that the sticker is attached to the windshield. If the sticker is missing, do not expect to pay at the toll booth, as they do not accept cash.
Vehicles with foreign license plates. KGM requires such vehicles to have an HGS account with a balance sufficient for at least one passage. You can set up an HGS account:- at border crossing points;
- at PTT offices;
- at designated banks.
If you pass through a toll section without paying, the 15-day rule still applies: pay via ivd.gib.gov.tr or the KGM website. Unpaid tolls and fines are collected at the border. According to Law No. 6001 (clauses 8 and 10 of Article 30; clause 10, added in March 2025, extends this rule to concession roads), a vehicle with outstanding debts will not be allowed to leave the country until the debt is cleared. To avoid delays at the border, KGM advises settling payments in advance.
Roads around Antalya and Alanya
As of 2026, there are no toll highways in the Antalya province according to the official KGM list. The coastal D400 is a toll-free state road. It is the main route for:
- traveling from Antalya Airport (AYT) to Alanya;
- traveling from Alanya to Gazipaşa Airport (GZP), which is closer to the city;
- heading further east towards Anamur and Mersin.
There are no tolls for urban junctions or the ring roads of Antalya and Alanya.
Antalya — Alanya Highway. A 122 km motorway is currently under construction (84 km of main road and 38 km of access roads). It will start from the Serik junction and end at the "Alanya-West" junction north of Konaklı. The road will feature seven junctions: Serik, Taşağıl, Manavgat, Manavgat-East, Alarahan, Konaklı, and Alanya-West. According to the Ministry of Transport as of August 25, 2026, it is approximately 30% complete. Once opened, the travel time between the ends of the highway is expected to be 36 minutes, compared to the current 2.5 hours on the existing road. There is no official opening date or toll rate available on the Ministry's website yet. Since the highway is being built by a private concession company, it will likely be a toll road using the HGS system, while the D400 will remain a free alternative.
Nearest toll roads when driving from Alanya:
- heading west towards Denizli and Izmir — Aydin — Denizli (590 liras for the entire route);
- heading east towards Mersin — the new Çeşmeli — Kızkalesi section (220 liras). It can be bypassed using the toll-free D400.
If you are choosing a property in the region and travel to the airport frequently, the difference between neighborhoods mainly comes down to the distance along the toll-free D400. Eastern districts like Mahmutlar are closer to Gazipaşa, while western districts are closer to the route towards Antalya.
FAQ
Can I pay for a toll road with cash or card on the spot?
No. On bridges, motorways, and in the Eurasia Tunnel, payment is exclusively through the HGS system. If you passed without an HGS, you can pay the toll within 15 days on the KGM website or via e-Devlet, which will waive any fines.
Is OGS still working?
No. OGS was discontinued on March 31, 2022; now only HGS is in operation.
Is the road from Antalya Airport to Alanya a toll road?
No. The main route follows the free D400 road. The Antalya — Alanya motorway is still under construction; as of August 2026, it is approximately 30% complete.
How much does the penalty increase if I don't pay?
Within 15 days, you pay only the tariff. From the 16th to the 45th day, you pay the tariff plus a fine equal to one tariff (double the amount). After 45 days, you pay the tariff plus a fine equal to four tariffs (five times the amount).
Where can I check if I have a toll debt?
On the KGM website ("İhlalli Geçiş Sorgulama ve Ödeme") and via e-Devlet. In e-Devlet, check both KGM and private concessionaire services, as debts for private roads and bridges are tracked separately.
Will a car with foreign license plates be allowed to leave Turkey if it has unpaid road debts?
No. Under Article 30 of Law No. 6001, vehicles with foreign plates will not be permitted to leave the country until all tolls and fines are paid. Payment can be made at the border, but it is easier to settle in advance via ivd.gib.gov.tr or the KGM website.
